Wood Elf - Bow - Clothing - Light - Archer - Assassin
Waywatchers are the guardians of the pathways which lead into and traverse the forests of Valenwood. They are able to lie unnoticed and unmoving for days on end before springing into action to slay a startled foe. Operating in isolation they sometimes descend into banditry.
A hunting bow as quick as you can as it’s the fastest non-unique bow that benefits from a smithing perk. Then take progressively better bows as you acquire smithing perks.
The Final weapon is the unique bow the Dwarven Black Bow of Fate. This can be found in Kagrumez after completing all the puzzles. You’ll need to get 4 of the 5 gems to complete the puzzles and they are located at these locations:
2 found on the body of a reaver in Kagrumez. 1 can be bought from Revus Sarvania the merchant by the Silt Strider near Tel Mithryn. 1 gem is found at the end of Fahlbtharz. 1 gem is found in Nchardak when you travel there looking for Black Books with Neloth.The first 4 can be acquired without unlocking dragons and going to see the Greybeards.
To match the black appearance of the armour use Ebony Arrows or Soul Stealer Arrows.
Craft a set of leather scout armor as soon as you can. The Final Gear is Necromancer Hood, Guild Master Armor, Dark Seducer Boots and Gauntlets.
A Necromancer Hood can be found on Necromancer enemies. Hobs Fall Cave to the west of Winterhold is reasonably reliable to get this as one of the last 3 Necromancers in the cave usually has it.
The Guild Master Armor is acquired at the end of the Thieves Guild main questline. Go to Riften marketplace and you’ll be approached to join the guild. To become the Guild Master you need to complete both the main questline and the 4 reputation quests from Delvin that trigger once you have done 5 side jobs each in Markarth, Solitude, Windhelm and Winterhold.
In each of the main quests from Goldenglow estate and onwards is a unique item that can be acquired and sold to Delvin to be displayed at the Guild Master’s desk. These items are:
Queen Bee Statue – Aringoth’s room and also a bee in a jar can be found here. Honningbrew Decanter - locked being an expert level door in Sabjorn’s room. East Empire Shipping Map – in the a cabin at the top of a steep path in East Empire Company Warehouse. Model Ship – In Snow Veil Sanctum it’s in a room with oil and lanterns on a pedestal. If the trap goes off before you take the model it can be difficult to find it as the explosion sends it flying. Dwemer Puzzle Cube – In Calcelmo’s Laboratory in the room with an Arcane Enchanter. Bust of the Gray Fox – in the treasure room in Riftweald Manor where you find Chillrend. Left Eye of the Falmer – found on Mercer Frey.If you complete at least 125 side jobs and the Crown of Barenziah quest then the display will be full.
Talk to Ri’saad the Khajiit merchnat that travels between Whiterun and Markarth and ask about bandit attacks. You will very quickly find the Dark Seducer Boots and Gauntlets by following the quests.
Alteration for some utility spells. Restoration for healing spells.
The Atronach Stone for 50% spell absorption, 50 Magicka but -50% magicka regeneration.
Use a shrine of Talos for the 20% shout cooldown reduction.

Staggers enemies but it's replaced by Cyclone.
Location: Dead Men’s Respite, Volskygge, High Hrothgar (The Way of the Voice)
Use to reach otherwise inaccessible places and to quickly evade attacks or catch up with fleeing enemies.
Ignoring that the build is based on a Wood Elf unit from Warhammer they come out top in terms of skill boosts with 25 of the 35 skills boosted by the race being perked skills in the build. Argonian, Dark Elf and Khajiit come next at 20 out of 35 boosted skills.
Pick female as the sex for your character as there are more male humanoids than females to fight in Skyrim so the 10% damage bonus against the opposite sex from Agent of Dibella gets more use. All Dwemer Automatons count as Male.
Place attribute points at 0 / 2 / 1. At level 60 which is required for all the perks the attributes are:

You can start using better healing spells as the cost reduction perks are acquired but I pretty much just used Healing and Fast Healing before getting enchanted gear.
The effects listed below are based upon 100 Enchanting skill, all the enchanting perks in the build and with a set of enchanted crafting gear. Read my guide on making crafting gear if you are not familiar with it.

With the Sallowed Regent Black Book the magnitude of all enchantments can be increased. Please note that Black Books can only be used on Solstheim.

All the Namira’s Rot you need are just inside Halldiir’s Cairn to the South West of Falkreath. I went there through Helgen from Riverwood before going to Whiterun. From Helgen if you travel to Ivarstead past the Stormcloak camp then there’s 5Canis Root from the Alchemists Shack to Ivarstead Another 4 are on the opposite side of the rover to the Lumbermill as you head north from there to the arch The last one can be found in the secret lab at the farm. Canis Root are present in rocky areas so look for them there. Juniper Berries are numerous in the Reach and all you need are a short distance from Markarth.
