Breton - Waraxe - Clothing - Heavy - Dual Wield
Nimeria, the Lady of Decay, is the patron of your wyrd and you are tasked with finding captives to be sacrificed for the next two-moons-dark. You are also using this as an opportunity to settle an old score with Ulfric.

Any one-handed weapon at the start of the game.
The final weapon is two Falmer War Axes enchanted with both Paralyze and Absorb Stamina. The Paralyze is lowered so that the Absorb Stamina is the dominant enchantment. The reason for this is that Fortify Alteration potions will boost the Paralyze duration but not boost the Absorb Stamina whereas a Destruction potion will boost both the duration of the Paralyze and the strength of the Absorb Stamina.These can be found on Falmer.
If you play with the Unofficial Skyrim Special Edition Patch then you can use the Falmer Honed Waraxes instead as they will now be able to be tempered.
When you have the Steel Smithing perk upgrade this to Steel Soldier gear by crafting it at a forge. I would upgrade the armor to Nordic Carved once the Advanced Armors perk is acquired as this give you a bit more defence while you continue to level your crafting skills.
The Steel Spell Knight gear can be acquired by reading the journal in the first room on the right, in the Silver-Blood Inn at Markarth. Then follow the resulting quest and you’ll find the a ful set of gear on a knight slain by Forsworn
The final gear Masked Necromancer Hood, Ulfric’s Clothes, Falmer Heavy Gauntlets and Boots. The Ring of Namira is also used.
The Masked Necromancers Hood can be found in the Throne Room in Yngvild.
To get Ulfric’s Clothes you will need to complete the Civil War quests by siding with the Imperials. You can join the Imperials by going to Castle Dour in Solitude. The alternative is you need to invest several perk point in Pickpocket to get the Perfect Touch perk but that doesn’t fit with the background of the build. To progress the civil war quests you do need to unlock dragons by returning to Whiterun with the Dragonstone from Bleak Falls Barrow and then killing the dragon at the watchtower.
The Falmer Heavy Boots and Gauntlets drop from high level Falmer enemies. You can use Hardened Boots and Gauntlets but you will be marginally below the damage reduction cap with these. I never managed to find any Heavy boots on my play through and only found 2 sets of Falmer Heavy Gauntlets in the Forgotten Vale. These did add an extra 10 Armor Rating for me but at a total of 614 Armor Rating the damage reduction cap was still at 79% as 617 is needed to reach the cap of 80% while wearing only two pieces of armour.
The Ring of Namira can be acquired from the quest called The Taste of Death, which is started by talking to Brother Verulus the first time you enter Understone Keep in Markarth. There is a speech check for this quest which is impossible to fail.
Alteration for utility spells. Healing spells from Restoration.
The Atronach Stone for 50% spell absorption, 50 magicka but -50% magicka regeneration.
Use a Shrine of Talos for 20% shout cooldown.
Location: Arcwind Point, Dimhollow Crypt (Awakening), Forgotton Vale (Touching the Sky).
Allows you to drain the Stamina, Magicka and Health deom enemies over 30 seconds. For the background of the build using only the first word is fitting as decay and debilitation seems like targeting Stamina to me. I went all out and completed the Dawnguard DLC to get all 3 words. It's not needed as it's not a very effective shout on legendary difficulty but I had a few days off on holiday so decided to complete the DLC.
Location: Dead Men’s Respite, Volskygge, High Hrothgar (The Way of the Voice)
Use to reach otherwise inaccessible places and to quickly evade attacks or catch up with fleeing enemies.
Orcs and Imperials are the best match for this build based on starting skills with a 25/35 boost. However, it’s based on a Reachfolk character, so Breton was used.
Distribute attributes at a ratio of 0 / 2 / 1. At level 57 which is required for all the perks the attributes are:

Talk to the Steward in Dragonsreach to get a quest to investigate an assassination attemp on the Jarl. After reading the buiness ledger at Arcadia's Cauldron go the Whiterun Stables and on the body of a stablehand is a Detect Life spellbook. This can be used to level Alteration.

Healing spells are used more in the early game but are used for out of combat heals in the end game.

Items of the same type and with exactly the same enchantments cause issues with the favourites interface even if you give them different names. I therefore set one war axe with a 2 second Paralyze and the other with a 1 second. I couldn't determine when the school that dtermined the charge usage switched from Alteration to Destruction as both enchantments have the same green colour. I played it safe and reduced them very low to ensure that there was a Fortify Destruction potion that buffed up both enchantments. If the Paralyze is set too high then a Fortify Alteration potion will be needed to boost the duration of the Paralyze but this will have no effect on the Absorb Stamina enchantment. Fortify Alteration potions usually require some fish to be caught so not as practical as the planted ingredients from a Fortify Destruction potion.
With the Sallowed Regent Black Book the magnitude of all enchantments can be increased. Please note that Black Books can only be used on Solstheim.
The magnitude of the enchantments can be further increased by equipping 4 pieces of Azhidal's gear.

There are 3 Giant Lichen can be found by the Inn at Morthal and another 2 at a standing stone near Morvarth’s Lair. Jazbay Grapes are found on the road near Kynesgrove which is to the south of Windhelm. Scaly Pholiota are found by the Alchemist’s Hut if you travel towards Ivarstead from Helgen.
